A Netherlands court could slap a punishment of four years of jail term for Stijn Flapper, the former CEO of Sheriff Gaming, the now defunct slots developer. The Dutch prosecutors have demanded in Den Bosh court that Flapper should be given a prison sentence of four years. They also demanded for imprisonment of his brothers Maurice Gregoire and Michel Gregoire for their role in the fraud.

All the three have been under trial since 2013, when police raided the offices of Sheriff Gaming and its parent company Bubble Group NV, to seize various documents. The company was running an alleged unlicensed online gambling ring that is believed to have made over €100m as revenue.

Flapper has denied the substance of the allegations against himself and the Gregoire brothers, and filed a €75m lawsuit against the Netherlands government last year, arguing that he’d “done nothing illegal.”

Prosecutors have accused Flapper and his partners of using a network of seven Costa Rica-based gambling sites to launder money from other illegal activities, including drug trafficking. Flapper has vehemently denied any drug connection, arguing that no drugs were found on the arrested individuals.

One of the more disturbing allegations to emerge from the lengthy criminal proceedings was the testimony of a Sheriff Gaming software engineer who claimed the company’s slots products were designed not to pay out large jackpots, while jackpots that were hit went to “family and friends” of the three principals.

Flapper’s brother tried to revive Bubble Group with a new name, Blue Gem Gaming, but they failed as Dutch authorities were alert to the move. Eventually, Novomatic Group based in Austria bought the assets of Bubble Group.

As the impact of this year’s FOBT stake reduction begins to be felt across the wider UK amusement and gaming industry, the independent games creator Reflex Gaming continues to deliver on its strategic development across both the digital and bricks-and-mortar space as it broadens its B3 offering via the Genesis menu housed in the state-of-the-art GamePro cabinet.

Commenting on the menu’s successful integration within the AGC market, Mat Ingram, Chief Product Officer at Reflex, said: “As a relative newcomer to the B3 market it is sometimes difficult for us to get traction in an AGC market that is already well-supplied by the incumbent providers. However, our Genesis menu and GamePro cabinet combo along with our highly-functional Slingshot ecosystem has given players something a little different and is continuing to deliver for operators. The effective removal of B2 games from LBO venues does “level the playing field” somewhat but the mid-to-long term effects of this are yet to be understood. Certainly, Reflex feel that we are well-placed to become a key supplier to the new B3 landscape and our development roadmap reflects this.”

While Reflex aim to maximise player satisfaction, the company also keeps operators at the forefront of its machine design and has been analysing the profitably of grouping B3s to enhance the machines capabilities on premise. Ingram continued: “There’s no doubt that our B3 machines perform much better in groups. This isn’t peculiar to Reflex machines, it’s just how it works. The presence you create by banking multiple machines outweighs the sum of the parts, and we have certainly found this to be true for GamePro. It is much easier to ignore a single machine in a busy AGC, particularly as these tend to be put on the end of banks of other machines or in a corner away from the main traffic. Banking machines also helps with the Community games as these are a lot more effective when the players are adjacent to one another.”

The Latvian parliament has approved the amendments to the national legislation on gambling. The new rules prohibit the Latvians from gambling on the websites of international online gambling operators who operate without a license in Latvia.

Latvian citizens who used the services of unlicensed gambling casinos will face a fine of up to € 350 per incident. Players who avoid taxes for winnings can also be fined. It is assumed that the fine will be 23% for any amount of winnings over € 3,000. There is a €20 thousand penalty for Internet providers who fail to report information about the cases of illegal online gambling.

The Latvian Inspection on lotteries and gambling has blacklisted more than 1500 gaming domains, however, according to media reports, Internet providers blocked only a third of domains form the blacklist.
